You rarely see him, but you know when he’s caught you. He’s not a guy you want to invite to a party because he carries that little ticket machine everywhere he goes. At the University of Oregon, where parking is hard to find, this guy makes it his business to find you. We ran into him the other day and thought it was time to expose the man behind the meter.
